Job Summary:
The DOM serves as a principal administrative and pastoral support to the Pastor. For that reason, she or he is a senior manager, entrusted with facilitating the Pastor’s attainment of the parish’s mission and related strategic planning goals and objectives.
The DOM reports directly to the Pastor and operates with wide latitude for the use of independent judgment and initiative within the authority delegated by the Pastor and always in direct and constant communication with him.
This position requires an experienced leader capable of moving effectively between administrative, financial, personnel, pastoral, and organizational responsibilities while maintaining appropriate accountability to the Pastor.
Ministerial Character
The Pastor is the visible principle and foundation of unity in the parish which the Bishop has entrusted to him. He makes Christ’s mission present and enduring in the parish. In order to fulfill his mission, the Pastor employs suitable, chosen collaborators (clerics, religious, or lay people). He shares with them his mission and entrusts various responsibilities to them.
Positions employed at Sacred Heart Catholic Church (hereafter, “the parish”) help to extend the ministry of the Pastor in particular ways as outlined in the job description. Therefore, the employee in this position is closely connected to and assists the Pastor in the performance of his ministry and thereby engages in ministry for the Church.
Essential Duties
In General
? As an integral part of her or his ministry for the Catholic Church and as carried out in this position, the DOM supports and upholds the philosophy of Catholic ministry and the mission of the parish in both her or his professional and personal life.
? The DOM acts as a witness to Gospel values by modeling the teachings of the Roman Catholic Church.
? The DOM continuously grows in her or his ministry by participating in religious
ceremonies, training sessions, and reflection activities as directed.
? The DOM works with ordained and lay ministry leaders to develop plans to carry out the Pastor’s strategic vision for the parish.
In Particular
I. Parish Operations and Administration
? The DOM oversees and directs the administrative and business activities of the parish as delegated by the Pastor, ensuring that parish operations, projects, assignments, deadlines, and priorities are carried out accurately, efficiently, and within established time frames.
? The DOM supervises Parish Staff and cultivates a collaborative, accountable, and high-performing work environment that develops the capacity of parish services and utilizes best-practice standards. She or he conducts regular staff check-ins, including
periodic individual reviews of goals and challenges, and assists the Pastor in establishing expectations, priorities, accountability, and operational goals for parish employees.
? The DOM oversees parish facilities and administrative resources, including construction, maintenance and improvement projects, preventative maintenance, the parish calendar, use and rental of facilities, contracts, deposits, and related communication. She or he maintains the parish’s census and coordinates appropriate relationships with vendors, contractors, service providers, diocesan offices, Catholic institutions, professional organizations, and community partners in furtherance of the parish mission.
? The DOM maintains a work schedule that maximizes appropriate availability to Parish Staff and parishioners and provides sufficient flexibility to oversee the administrative and operational responsibilities entrusted to the position, especially during weekends and holidays.
II. Financial Stewardship and Sustainability
? The DOM ensures the continued financial viability of the parish through sound fiscal management, working closely with the Pastor to monitor income, expenses, cash flow, operating needs, and the overall financial condition of the parish. She or he assists in the preparation, monitoring, and implementation of the annual parish budget, promotes responsible use of parish resources, and helps ensure that staff and ministry leaders operate within approved budgets and established financial procedures.
? The DOM monitors parish revenue and financial performance, identifies actual or anticipated shortfalls, and provides the Pastor with timely information, recommendations, and possible corrective strategies. She or he promotes financial sustainability through responsible stewardship, offertory development, fundraising, parish festivals, special campaigns, and other appropriate sources of parish revenue, including evaluation of the
financial performance of major events, programs, and initiatives.
? The DOM ensures that appropriate systems and personnel are in place so that parish collections and other sources of income are properly received, counted, documented, deposited, and reconciled in accordance with diocesan policies and appropriate internal controls. She or he attends Finance Council meetings as a non-voting member and provides information and administrative support as appropriate.
III. Ministries and Pastoral Coordination
? The DOM coordinates and supports parish ministries, committees, and organizations so that their programs, projects, and activities advance the broader mission of the parish and are completed within established time frames and in accordance with the Pastor’s guidelines. She or he maintains regular communication with ministry leaders regarding their activities, needs, challenges, plans, and progress, while respecting the responsibilities properly belonging to individual ministries and their leadership.
? The DOM maintains appropriate systems of communication, scheduling, and follow-through for parish ministries, including ministry calendars, deadlines, annual
activities, elections (when applicable), and communication of parish-wide events and priorities. She or he visits and engages parish ministries on a regular basis, gathers appropriate evaluation information, provides feedback and support, and keeps the Pastor informed of significant needs, concerns, and developments.
? The DOM supports the formation and development of ministry leadership by helping identify appropriate retreats, workshops, training, and formation opportunities and coordinating resources when needed. She or he promotes communication and collaboration among ministries, committees, and organizations so that they function as parts of one parish community rather than as isolated groups.
? The DOM coordinates, oversees, or supports (as appropriate) parish-wide celebrations, major pastoral events, diocesan initiatives, conferences, retreats, festivals, fundraising events, and other special projects assigned by the Pastor. She or he is responsible for ensuring appropriate planning, leadership, communication, and follow-through without assuming responsibilities that properly belong to individual ministry leaders, committees, volunteers, or event teams.
IV. Direct Support to the Pastor and Implementation
? The DOM serves as a principal administrative and pastoral support to the Pastor in implementing the mission, strategic vision, priorities, policies, and major initiatives of the parish. She or he meets regularly with the Pastor to review parish operations, finances, personnel, ministries, projects, upcoming events, concerns, deadlines, and matters requiring pastoral attention or decision.
? The DOM carries out the decisions and directives of the Pastor by establishing appropriate systems of delegation, accountability, communication, and follow-through among staff, ministries, committees, organizations, and other responsible parties. She or he ensures that parish decisions, projects, and assignments move toward timely and measurable completion while handling matters within the authority delegated to the position.
? The DOM keeps the Pastor appropriately informed of significant financial, personnel, operational, organizational, and ministry developments, identifying concerns early and presenting relevant information and, when appropriate, possible solutions or recommendations. In matters requiring the Pastor’s pastoral judgment, canonical authority, personnel decision, or other reserved responsibility she or he must brought them to the Pastor in a timely manner.
? The DOM serves as liaison between the Pastor and Deacons and Deacon Candidates and, when delegated by the Pastor, among parish staff, parish councils, ministry leaders, diocesan offices, Catholic institutions, vendors, contractors, and outside organizations. She or he assists with the coordination and work of the Pastoral Council and Finance Council in accordance with diocesan norms and the direction of the Pastor.
? The DOM is responsible to execute other duties assigned as needed.
Knowledge, Skills, and Abilities
? The DOM must possess knowledge of the structure and basic teachings of the Roman Catholic Church and relevant laws and regulations according to the Canon Law of the Catholic Church.
? The DOM must know and apply diocesan policies, parish administrative procedures, internal controls, and accepted practices related to parish operations, financial administration, personnel, facilities, and ministry coordination.
? The DOM must have knowledge of basic principles of budgeting, financial reporting, cash-flow management, stewardship, fundraising, revenue development, and responsible use of parish resources.
? The DOM must have knowledge of organizational structures and effective practices for coordinating parish ministries, committees, councils, organizations, volunteers, and major parish events.
? The DOM must have skills in organizing, prioritizing, and utilizing effective
time-management techniques to carry out multiple responsibilities and meet deadlines.
? The DOM must have skills in effective oral and written communication.
? The DOM must have skills in managing multiple areas of parish operations simultaneously and establishing systems that ensure assignments, decisions, projects, and deadlines receive appropriate follow-through.
? The DOM must have skills in analyzing financial and operational information, identifying concerns or trends, and presenting practical recommendations to the Pastor.
? The DOM must have skills in planning, coordinating, and evaluating fundraising activities, parish festivals, stewardship initiatives, special events, and other efforts that contribute to the financial sustainability of the parish.
? The DOM must have the ability to create and foster an environment consistent with the parish mission and goals.
? The DOM must have the ability to demonstrate success in competencies such as interpersonal influence, innovative thinking, problem solving, conflict resolution, relationship building, and performance leadership.
? The DOM must have the ability to exercise sound judgment, discretion, initiative, and appropriate delegated authority while remaining accountable to the Pastor.

? The DOM must have the ability to recognize emerging operational, financial, personnel, ministry, or organizational concerns and bring them promptly to the Pastor with appropriate information and possible solutions.
? The DOM must have the ability to develop and maintain positive relationships with all segments of the community, including parishes, priests, religious, laity, Catholic ministries, Catholic schools, civic leaders, and community agencies.
? The DOM must have the ability to provide excellent service to parishioners and other visitors to the parish and to work collaboratively and harmoniously with others.
? The DOM must have the ability to communicate expectations clearly, provide appropriate follow-up, address problems constructively, and hold staff and ministry leadership accountable for responsibilities delegated to them.
? The DOM must have the ability to coordinate parish ministries and organizations without unnecessarily assuming responsibilities properly belonging to individual ministry leaders.
? The DOM must have the ability to maintain confidentiality at all times and exercise a high degree of discretion in handling personnel matters, financial information, pastoral concerns, parishioner information, and other confidential or sensitive parish matters.
? The DOM must have the ability to operate various word-processing software, spreadsheets, database programs, parish-management systems, financial systems, scheduling systems, and communication technology necessary for parish administration.
? The DOM must have the ability to use effective and legal supervision strategies and techniques with all who are supervised and to supervise, coach, support, and develop parish staff in accordance with diocesan employment policies, applicable law, and the direction of the Pastor.
? The DOM must have the ability to establish clear expectations, evaluate progress, conduct regular staff check-ins, and promote a collaborative and accountable work environment.
? The DOM must have the ability to proficiently communicate in English and Spanish in conversation, reading, and writing.
Minimum Qualifications
Education and Training
? Bachelor’s degree from an accredited American college or university or equivalent in a foreign country.
? Master’s degree preferred.
? Advanced education, professional training, or substantial professional experience in education, administration, organizational leadership, business administration, or a related field is strongly preferred.
Experience
? Wage-earning experience in personnel management.
? Wage-earning experience in financial management.
? Experience working within the Catholic community.
? Significant professional experience in administration, supervision, organizational leadership, education, financial management, or comparable leadership responsibilities.
? A minimum of five years of progressively responsible professional experience in parish administration or comparable Catholic Church employment is preferred.
? Substantial previous service or leadership experience within Catholic parishes, ministries, institutions, or organizations is strongly preferred.
? Demonstrated experience supervising employees, coordinating volunteers and ministry leaders, managing organizational priorities, and successfully carrying projects from planning through completion.
? Demonstrated experience working effectively in both professional administrative settings and parish or ministry environments.
Language
? Bilingual: Proficient in conversing, reading, and writing in both English and Spanish.
Catholic Requirement
? Must be a practicing Roman Catholic in good standing.
Licenses/Certifications
? Valid Texas driver’s license.
? Must maintain compliance with the Diocese of Austin Ethics and Integrity in Ministry (EIM) policies throughout the employment period.
Working Conditions
? All employees of the parish are engaged in ministry and closely tied to the Pastor in the exercise of his ministry and obligations to the Church.
? The parish is an at-will employer.
? All buildings and vehicles owned by the parish are tobacco-free.
? Working in a fast-paced environment with priorities and plans that may change rapidly.
? Working on weekends, evenings, and holidays is required.
? The DOM will be exposed to religious ceremonies, and she or he will be required to conduct and/or speak at Catholic Christian prayer and liturgical celebrations.
? The DOM will be required to adhere to established dress codes and conduct standards.
? The DOM may be required to use personal or parish vehicles to drive to parishes or other off-site locations.
? The DOM may be required to travel within and outside the parish to meetings and other events. Travel may include overnight lodging.
? As senior manager, the DOM may occasionally be required to respond to significant operational, financial, personnel, facility, ministry, or parish-event matters outside
